RED BLUFF — Gov. Gavin Newsom Friday announced the state’s blueprint for a safer economy, a new reopening process for businesses and activities.

The four-tier, color-coded system is based on each county’s case rate and positivity rate. The four colors, ranging from highest to lowest risk, are purple, red, orange and yellow.

A county with more than seven new cases daily per 100,000 residents and a more than 8 percent positivity rate will be put in the purple category, which is the widespread risk level.

Tehama County is in the widespread purple category. The county had a new case rate of 10.2 per day per 100,000 residents and a positivity rate of 5.9 percent from Aug. 12-18, according to data collected by the state.

Statewide, 38 counties are in the widespread tier, nine are in the red substantial tier, eight are in the moderate orange tier and three, including Modoc County, are in the minimal yellow tier.

Counties in the widespread tier as of Monday may open some businesses and activities with modifications, including all retail and shopping centers at maximum 25 percent capacity, restaurants outdoor only and hair salons and barbershops indoors with modifications.

Gyms, places of worship, personal care services and family entertainment centers may open outdoors only, with modifications. Individual counties may adopt more restrictive reopening plans.

Schools in the widespread tier are not permitted to reopen for in-person instruction unless they receive a waiver from their local health department for TK-6 grades.

At a minimum, counties must remain in a tier for 21 consecutive days before moving to a less restrictive tier. To move forward, a county must meet the next tier’s criteria 14 straight days. If a county’s metrics worsen for 14 consecutive days, it will be assigned to a more restrictive tier.

A county can lower its tier if residents wear masks in public, wash their hands regularly, keep at least six feet of physical distance when in public and limit mixing with people they don’t live with.

The state’s first weekly assessment will be on Sept. 8.
